Abstract www.eccor-panel.org - a Polish-German online-access-panel as a platform for measuring values and attitudes in unifying EuropeSupranational integration in the case of Europe is among other factors determined by values and value expectations of its inhabitants. International evaluations describe the status of this long term process. An online-access-panel is in comparison a rather new instrument, helping to evaluate this development fast by keeping the costs low.The dissertation project as well uses this new kind of 'access' by administrating its own Polish-German internet platform www.eccor-panel.org. The presentation will give pragmatic insides into the process, how the online-panel is built up, especially in Poland. Explained are strategies of recruitment, the incentive-concept 'news' and 'result-service', the selection of the registration variables and the panel policy. Beside this the control groups´ concept is explained{:} a group of panelists being biographical close to the neighboring country. The cultural comparative orientated core hypothesis of expected convergence of values in the Eccor-Panel is finally elucidated in the context of the 'internets´ user structure', 'inconvenient technical burdens of online-panels' and 'influences of the recruitment strategy'.
